At the meeting chaired by Commission Chairman X. Muhammadiyev, the issue of establishing district and city election commissions was initially discussed.

According to Article 19 of the Election Code, candidates for membership in district and city election commissions are discussed at the meetings of the people's deputies of district and city councils and are recommended to the regional election commission for approval.

The regional election commission, at least seventy-five days before the election, establishes district and city election commissions consisting of a chairman, deputy chairman, secretary, and eight to eighteen other members.
